If a referee is present, should s/he point out all illegal moves he sees BEFORE the dice are picked up? (This effectively becomes "legal moves".) That avoids trying to define 'excessive' or worse, leaving it up to the referee to decide when the situation becomes excessive. It also avoids administering penalty points and the sticky decisions (when, how many?) associated with that.
(Most recall that last year there was a full time referee for the MCWC finals and yet he allowed an illegal move, even the SECOND time it occurred on the same play!)
I would prefer to see clocks used AND a clock penalty for illegal moves. The latter isn't so easy without a referee but if one is present (and why shouldn't one be for at least the semi's and finals?) then it's not that tough. Unless the offender is in danger of using up his bonus time (forfeiting the match), the time penalty could be announced when it occurs but the clock not changed until the game in progress has finished.
