A player that makes an illegal move sometimes makes the move and picks up the dice so fast that the referee might still be conmtemplating it when the dice are raised. But the referee could then direct the opponent not to move, correct the illegal move and award whatever penalty is prescribed. I think the penalty should be tougher than losing clock time if the transgression is flagrant and perhaps a standard should be adapted to define 'flagrant'. My personal standard would be something along the lines of more than two illegal moves in a game or 3 in a match of xyz length.
