I see the safe play but it just seems too ugly. Long way to go in this game if that's the choice.

If Blue comes off the 18-pt and White doesn't hit, step up, or roll high doublets is the resulting position a cash?

I'll go with two off the midpoint. Hit+fan (15*9/1296 ~ 10.5%) won't be good but otherwise still solidly in the game.
