I see three plays:

2(2) -- adds a homeboard point and leaves no shots. Still leaves a homeboard blot. Pretty ugly and could be difficult to follow up.

13/3 -- Also makes a 3rd homeboard point without leaving a blot there. However, it leaves five immediate indirect shots with possibly more to come. Maintains outfield control for one roll but that might be the end of it.

21/15, 21/17 -- Goes for long term control. Only two immediate hits and does nothing to improve the homeboard but diversification is great on both sides of the board.

I don't see White stepping into the outfield this turn in most cases (maybe {51,61,52,62} after our 2(2) play?). The goal seems to be to build our board and be in position to attack when opp runs, all the time avoiding getting hit. Coming into opp's outfield seems like it sets up for that GP:

21/15, 21/17.
