Hitting two seems to give Blue his best chance to take the lead in the game (I think, anyway). Making the 18-pt keeps him in the game but concedes the advantage. (The tweener plays that only hit one leave as many or more immediate nearside shots, among other disadvantages.)

If White had more builders/attackers in place on his side (e.g. put the 11-pt checkers on the 6- and 8-pt) I'd be more likely to grab the security of the opponent's barpoint.
