With the scheduled starting times for each round a few overly slow matches here and there can really screw up the schedule.

What do they play? -- 9 point matches, I believe.

In someone can't complete a 9 point match in the allotted 2 and 2.5 hour intervals (I think the intervals vary slightly) they should take up another game.

I think the US standard of 12 seconds/2 minutes is more than adequate but the Euro standard of 15 seconds/2.5 minutes is better than nothing.
