O'Hagan's Doubling Rule may be all that's needed here. 6's are a market loss (11/36) but a fan followed by White rolling a deuce (25/36)*(11/36) offset most of that, leaving you below the required 25% (so far). [121/1296 is about 9.5% ML's.]

Are there other market losing sequences? Suppose Blue fans and White rolls {54,53,43,33,44}. Add (25/36)*(8/36). That's another 15.5% so even if those are market losers we've only made it to 24%. Maybe the gammon threat would be enough to make this a recube, but I'm not convinced.
