I'll list some candidates, hoping I don't miss any good ones:

9/4 -- super safe but at first glance seems to give White maximum freedom.

9/6,23/21 -- safeties the homeside blot but gives White 13 Point-on-Head (PoH) rolls, among other things bringing more gammons into the picture.

7(2) -- decreases White's escaping numbers (well, depending upon how you define 'escape') while leaving only 4 immediate shots.

6/3*, 6/4 -- puts White on the bar but still gives 11 return shots and damages Blue's homeboard in a major way. Most wouldn't list this as a candidate, with good reason (?), but in my case I don't want to leave any stone unturned.

I'm going with one of the two quiet plays, but which one? Let's look at White's escaping rolls after each. After 9/4 White escapes with all 6's except 61, all 5's except 51 and 52, all 4's except 41,42,43. That's 27 - 12 = 15 rolls. In all other cases Blue will get a single shot.

After 7(2) White escapes cleanly with all 6's and all 5's except 51. That adds up to 18 rolls, with the other 18 giving Blue a single shot. Blue's upcoming 33 will sometimes be a joker.

There is a bit of apples-to-oranges comparison here in that making the 7-pt keeps White in Blue's homeboard more often than the 9/4 play, and some single shots are more plentiful than others. IMO that doesn't seem like enough compensation to favor the extra escaping rolls, and (almost forgot) the four hitting rolls for White after 7(2).
