I have a couple (possibly conflicting here) RoT's for this:
1) Go with your first instinct unless some other play jumps out at you.
2) When presented with a hit, assume it's right and try to talk yourself out of it. Unless you come up with a really good reason otherwise, go ahead and hit.
My first instinct was 7(2). Does something else jump out? 9/5*, 13/11 is the hitting option. Can I talk myself out of that?
For now White's path forward seems pretty clear. With a race lead and started 20-pt, 4's anchor and large numbers run. Deuces not otherwise spoken for can play 8/6 or 13/11. Blue only has indirect shots at White's 11- and 10-pts so placing checkers/builders for the 9-pt (and maybe 7-pt) there seems safe enough.
Blue should have a Take almost all of the time if another checker gets sent back so that's not a major concern. After 9/5*, White hits 21 times but that means she misses fairly often -- 15 times. Those cases offer Blue good chances to make the 5-pt and start to neutralize White's edge.
Getting into a blot hitting contest when out-boarded 3::1 isn't typically a good tactic. I'm making an exception here:
9/5*, 13/11.
