Let's look at individual die plays starting with 5's:
11/6, vs. 13/8 vs. 8/3. (I'm leaving out coming off the anchor and hitting loose on the acept, without explanation.)
2's on the radar are 13/11, 8/6, and 6/4. OK, any combos that don't include these? I don't see any. Let's move on to finishing, i.e. playing both dice.
11/6/4 dillies but otherwise leaves OK builder locations. 13/8/6 also has good builder distribution but strips the midpt and leaves 6/36 shots. 11/6, 8/6 is safe with OK builder distribution (5&3 not as good as 4&4 for the 6- and 8-pt stacks, though). Lastly 13/11, 8/3. This is the purest play but leaves 20 shots. Those aren't the end of life hits and if Blue can enter his timing will be decent. Not getting hit (after any play) leaves Blue about a 10 pip deficit and maybe that's worth protecting? OTOH, Blue's anchor and White's somewhat vulnerable unanchored checkers cast some votes for building/positional play. Was it Trice who said "Hit blots; make points"?
If we were slotting a better point I'd be more inclined to offer up 20 shots. Here I'm going with a tweener play with 4&4 plus an outfield builder that leaves only 6 shots (and screw keeping a 3rd checker on the midpt!):
