Let's look at White's rolls if Blue steps up (23/22):

A) completes a 6-prime: {11,21,31,41,22,32,42,43} = 14 rolls, B) PoH, maintaining a 5-prime: {51,52,53,54} = 8 rolls C) other ways to push Blue back from the edge of a (maintained) 5-prime: {61,62,63,64,33,55} = 10 rolls D) Put White on the bar holding a broken five point homeboard: {44} = 1 roll, E) worst rolls: {66,65} = 3 rolls.

Meanwhile, Blue has blotted his homeboard giving White some fishing opportunities with associated gammon equity.

Staying back doesn't leave White the anti-joker 66 but otherwise seems no worse for White's other 35 rolls, with White failing to make the desired 3-pt on quite a few occasions. Blue still has some escaping opportunities in the future. This seemingly patient play appears to be the correct action:
