Most of the time it's not a big deal, since the uncertainties around a PR are pretty sizable. How big? AFAIK no one has figured this out. If an educated estimate has been made I haven't seen it.

It matters when PR's are compared for W/L or other reasons, such as for the UBC competitions. There the players get equal weight for winning the PR in a match as for actually winning the match. (There may be a buffer allowance such that to win the PR a player must 'defeat' an opponent by a minimum amount.)

In the qualifications to make the US team traveling to London in August, a PR difference among players (over the 100 experience points window) could have meant making the team or not. The PR distribution of players competing was pretty tight, at least near the bubble.
