Typically not wasting pips (unless the alternative bearin covers an empty high point, maybe then...) takes precedence. Here White has good chances of being off in four rolls meaning Blue will want to be off in the next three. That will still require another 3 or 4 crossover doublet so three or four crossovers here appear critical. That brings me down to three candidates:

A) 21/5; B) 21/17, 21/13, 9/5; and C) 21/17(2), 9/5, 8/4. (Note: all three of these have 21/17 and 9/5 in common, so move those and then choose the last two.)

Finishing with 21/13 (play B) allows all doublets to get at least 3 crossovers next turn while only wasting 1 pip this turn. That feels best to me.

21/13, 21/17, 9/5.
