Discarding 5*(2) which leaves 24 shots after trading two good points for one, I still see three candidates:

Safe 16/13, 24/22. Blue doesn't even lead the pipcount and this play gives White all rolls containing any of {1,2,4} plus 53 and 55 to either anchor or hit loose on the desirable 5-pt. The six non-hitting/building rolls {33,66,63,65} aren't all that bad, either.

Builder 13/8. 2's and 4's plus 11 still anchor on White's 20-pt while 3's, 65, and 55 hit. The remaining five White rolls are {66,61,51}.

Double hit 8/5*/3*. Knocking White off the potential high anchor is a significant accomplishment and only 3's plus 11, 22, and 44 (a good to great roll regardless of play choice) hit. 55 does make White's 20-pt. That's only 15 good rolls. The downsides are the loss of the 8-pt and the four blots which might not get cleaned up with some bad sequences. Still, this seems like it accomplishes a lot compared to the alternatives.
