5(2) gives White 9/36 PoH rolls plus another 9/36 anchoring rolls and 64 to make the 7-pt -- total of 20/36 good rolls for White.

21(2) gives White 16/36 anchoring rolls plus 64 to make the 7-pt -- total of 18/36 good rolls for White.

Of these, the PoH's seem to be better for White than the anchoring rolls. This appears to favor 21(2). Still, half of the time White doesn't accomplish any of these good things and obviously how those less ideal rolls stack up matters, too. Finally, the distribution is much nicer after making the 5-pt.

I'm settling on the conservative route here.
