Blue appears to be flexibly challenged here, and the safe 13/4 just adds to that shortcoming. I'm committed to leaving shots. Single indirects are difficult to find but I see one so lets start there:

13/8, 13/9 -- White hits with all 4's except 64 and 44; that's 8/36. Add indirects {63,22} for a total of 10/36. This play also blots the midpoint which could be an issue down the road.

13/9, 6/1* -- only the 11/36 aces hit, so one more shot than the above competitor (with double aces being a knockout punch). The big plus is that Blue has a decent chance of keeping White from making a second anchor. This could lead to more gammon wins, and hopefully that's adding to total wins as well.

15/6 -- {21,31,51,11,55} = 8/36 immediate shots with the last two being super jokers. As with the super safe play, this doesn't do much for flexibility. I doubt this is as good as just bringing two off the mid- (first serious candidate above).

With all options, if Blue gets hit he usually can roll a 5 from the bar and still be OK. Putting two opp checkers on the bar has secondary advantages not mentioned above, and making it hard for opp to get a second anchor seems like the way to go, even with the accompanying extra shots White gets.
