Clocks and cocked dice.

How about this as a rule?

When your dice are cocked, you say "Cocked" and punch the clock. Opponent says "Agreed" and punches the clock. Your turn starts again with a fresh 15 seconds -- no time penalty.

Simple, clear, easy... solves the problem. Nicely done!
