I don't have a strong opinion on the rule ... but I'll just point out that the problematic case is when the opponent does not say "Agreed". The time has already been added back to the user's clock.

But this is a general problem with the Bronstein control. Probably it's OK. Users who abuse things have to be dealt with in other ways. This rule will be right for the 97% case.
