Re #2, I'd like to see sprints use count-down lights like they do in drag racing.
When the starter calls "set", the lights begin counting down. Each runner must keep his hands (fingers) in contact with pressure pads just behind the starting line until the race begins. You can lean forward, even start your pushoff, as long as you keep both hands on the pads. Lift either hand too soon and you are disqualified. No restarts.
Of course this would be a significant change to the rules and would mean future times can't be compared (directly) with past times. All the more reason to change now!
