#2) I would guess that 'jumping' in open-water swimming race means pushing off of the bottom.
#3) False starts: If I'm not mistaken, in swimming if you false start, you lose. No second chance. (Though this was not always true and they used to false start all the time.) I think running should just adopt this rule and be done with it.
#4) In breaststroke and butterfly you must finish and make all of your turns touching with both hands at the same time. No kick-turns allowed either. If the judge sees you visibly finish or turn with one hand before the other you get DSQed. (Obviously, the finishing touchpad stops when the 'first' hand touches and it's probably impossible to technically finish with both hand exactly simultaneously, but you are being watched by a judge and he has to actually see it with his naked eye to DSQ the finish.
#5) To your original question about sprinting. Runners don't dive across the line because it's too flippin' dangerous! I would guess you could only gain a hundredth of a second as opposed to leaning, and you'd be injured by the time you got to the finals.
