Mike, very nice clock description....do you mind if I plagiarize some of that clock-related html for my own site, www.beltwaybg.org (I'll be happy to credit you of course)

And that is exactly the timings I plan to introduce in my local club in northern Virginia beginning in 2009. 2:30 minutes per point / 15 seconds grace. I currently offer each of my opponents the opportunity to play with the clock now, just started this 2 meets ago, and have had 5 takers out of 8 matches, with not a single opponent in the 5 matches coming close to running out of time.

Two-fold reason, just like you-- eliminate really slow play, and prepare players for larger tournaments-- in fact I'd encourage top players to play with less time per point if they agree, e.g. 2 minutes. One area I'd like to see changed in ABT clock rules is the grace period-- I think that that extra three seconds (15 vs. 12) makes a huge difference in getting the majority of the moves done within the grace period while STILL allowing time for a DECENT shake of the cup and the occasional cocked dice. 2 minutes / 15 secs. seems ideal to me for regional level and above.
