Of the twelve panelists/experts (nine from early 70's three from ten years later), only three: Stone(70's), Genud(80's), Goulding (80's) made the modern virtually unanimous 21/9(2).

(Lubetkin of 80's and 70's players W. Cooke, Tomchin, Jacoby, Oby, Magriel, Dwek, Deyong, and Ijams all stopped on the 15-point and then made the 7-point.)
