OTOH, I guess I should note that if 4/15 were to become a standard, accepted TC, that would probably be counterproductive, because attempting to speed up to 2/12 from there might make players complain about the new TCs. So 4/15 probably would be excessive. But I think it's possible that if initially TCs were more relaxed than 2/12, that would at least lessen the reluctance of players to accept clocks. I could be wrong there too, though.
