Clocks

Perhaps a reasonable compromise is to allow the 'reset' maneuver on the second cocked roll per turn or perhaps to say that the 'reset' maneuver can be done on the first cocked roll if player on roll has less than 2 minutes remaining on banked time.
This leads me to ask. Is there a formal governing body for the ABT? E.g. who decides if an event is ABT-sanctioned? I have no qualms with anything the ABT is doing, I just ask because I think that TDs may wish to make their own decisions on various things, especially w.r.t to clock usage and timings, etc., which I think is a good way to find out what works and what doesn't.
Is there some conceivable set of tournament conditions that might make the 'ABT' say- whoa there, if you do this, you are not "ABT-sanctioned" if you go down this path. Just curious, that's all.
