A has a 1/128 chance of winning the first, 1/64 in the others. B has a 1/64 chance of winning the 64 player tourneys, so he's 1/64 * 1/64 to win both--a lot less than 1/128. So B is the stronger player.

Likewise, C cashed with a 1/64 chance, whereas D's cash was a 1/32 * 1/32 chance, so D is the stronger player.

That's probably not nearly precise enough, but I think it'll do for this question.
