Anyway, the point is, the director was in a subjective situation, "clocks may be required for slow play", and he didn't want to be a bad guy and put the clock on in the middle of the match, but if clocks are just simply part of the process, then it becomes an objective situation with less need for the directors to make a subjective judgment call. Nobody needs to feel that they are being singled out for mistreatment or arbitrary decisions by the director.
This is another reason I am in favor of mandatory clocks. Putting a clock on in the middle of a match is kind of problematic. By the time a clock is put on a match, it may be too late for it to matter anyway. The player may not want to request a clock in spite of his opponent's painfully slow play. The TD should (theoretically) have less qualms about looking like a bad guy than the players, but he still doesn't want to. If clocks are just a part of a tournament, you don't have this problem.
