I think the reason some people think 12 seconds is too small is because they often will use up some reserve time (if only a few seconds) on lots of plays. But you are SUPPOSED to use your reserve time during the match. The Bronstein clock time limits aren't set to see if you can finish a match with all your reserve time untouched.

I think 2/12 works perfectly well and doesn't really put anyone under time pressure that didn't 'earn' it. 12 seconds isn't too short if you realize that there is no sin in letting a little reserve time expire when you actuully have something worthwhile to think about.
