But doesn't that get you back to the situation where those with strong feelings (clock zealots) skew the vote?

I don't see a problem there. A poll of all players at a tournament is necessarily representative of the players at the tournament, while an online poll may not be. It's probably safe to assume that anyone who declines to take the time to make one check mark on a paper and turn it in probably has no strong feelings one way or the other.
