Total agreement here. If there are scheduled, multiple rounds then clocks should be required. This should be true for both the Open and the Advanced, as it gets the new BG players used to the mechanics. If there is a Beginner's section, then these can be without clocks.
I would submit that anybody seriously interested enough to trek to a live BG tourney would be familiar with "clocks are standard" for chess. Using clocks for BG should help to elevate the game into the 20th :-) century.
