We use 25% for onside kicks and don't differentiate between surprise and no surprise. Most kicks in the NFL (probably high 90%'s) are NOT surprise kicks. Our number is based upon many years worth of stats (~ten -- don't have the number at the tip of my tongue).

There was an article in last year's FOOTBALL PROSPECTUS which reported on a study of surprise onside kicks and said they were well over 50% recoverable by the kicking team, historically. I think it was nearly 70%. I don't remember the statistics but it has to be small. Still, it's a great tool which is way underused.
