Sounds like my doubles partner. :) But seriously, it almost is like doubles, so give him/her some extra time as doubles teams are given, or maybe a bit less since there is no discussion. I say adding three seconds per move should be about right.

The MS, eyesight, etc. issue is more problematic, IMO. Not sure on that one.
