Again, if you are willing to wait a few months and spend ~$3k on a computer, Nehalem will probably be far faster than Core 2's. That said:
What is this computer for? I'll assume everyday use (office applications, etc.), gnubg rollouts, 24/7 use, no gaming.
Vista 64 OS downgradable to Win/XP (installed).
I thought you were running Ubuntu? Vista has gotten better since the release of SP1, however, I still wouldn't go anywhere near Vista 64. If you're going to get Vista get the 32-bit version. In theory, Vista 32 can handle 4GB of RAM, only a problem if you upgrade your RAM beyond that. Not sure if it actually can handle 4GB of RAM or if it wastes anything over 3GB. But I had huge problems with Vista 64-bit.
Intel Core 2 QUAD Q9650 running at 3.0 GHz w/12MB cache on 1333 frontside bus.
I haven't kept up on the current chips. I am sure the QX will overclock higher, don't know what the best price point is right now.
NVIDEA Quadro FX570 graphics card w/256 MB Ram, PCIe interface.
Don't know about this one either. Do you plan to use graphics a lot? You could save probably $100 or $180 or so here. This isn't really a gaming card but it is a very good business app card (cad, 3d drawing, etc.), from what I gather.
3 GB DDR2 800 ECC ram.
I think I'd go for 4GB DDR2 1066 RAM. Not sure if it makes a difference or not. If you are planning on overclocking, you should check whether 800Mhz RAM will be enough. Also, if you are planning on overclocking, do you know what motherboard it uses?
Other specs seem standard, go with personal preference on those.
