Here is my idea for lowering taxes, and it will be another rule when I am elected President:

State, Federal, and payroll taxes are not withheld from paychecks. They must be paid in full by the taxpayer to the government(s), and the payments are due a week before election day.

Actually I didn't come up with that. I think my local Congressman, Roscoe Bartlett, R-Md, tried to introduce legislation to that effect. Of course it was a symbolic gesture that had no chance of passage.
