The use of clocks has nothing to do with the rules of the game.
The customary and standard time settings utilized in the ABT and in Europe are extremely fair and place little burden on most players. I rarely use half my allotted time in a match. The clocks are only meant to speed up the ridiculously slow players.
You're assuming that the sole purpose of clocking backgammon is to regulate the pace. To me, that's a secondary effect. I have never won or lost a match on time, and only once was even close -- and the clock really doesn't do much to change my pace, and rarely changes my opponent's pace. I believe the primary purpose of clocking backgammon is to have better game mechanics. So much so that I think that just having the physical mechanism of a button to push to end a turn is the real improvement.
