Is 3-ply GNU-bg's best backgame player?

Although I haven't gotten to this point yet I may do Snowie rollouts of these positions (e.g. 169) if I think they'll be better than GNU.

I may or may not also go back and do Snowie rollouts for the TCTC GNU ones after I'm done with all the GNU rollouts.
