Sure, but the ELO is taken from when the games were played.
and also the rating changes over time due to random fluctuations even if skill does not.
True. However, I think with enough data (if the database is millions of games instead of thousands), this problem goes away.
Better would be to get different levels of a bot to play itself. No problem of the skill changing and can get enough games to get a "true" ratings.
Bots don't play the same as humans, so it's tough to say. GNU 0-ply is about 100 ELO weaker than 2-ply, I think. But 0-ply will almost never miss a cube. Also if you are playing someone who is 200 or 300 ELO weaker than you they may have a very bad misunderstanding of match play, which bots do not.
