There is a bias doing it that way. Let's only consider strong players (because are considering doing this for open tournaments). The higher one's rating the more chance there is that it is currently above the "true" rating. This would show that matches are won less often than ELO formula would predict.

I'm not sure I understand this. Why is it that as one's rating gets higher there is more chance of it being inaccurate? I thought that the accuracy of ratings was determined (more or less) solely by experience.
