A high rating is more likely to be an overestimate than an underestimate. Suppose you pick somebody at random out of the GamesGrid pool, and they happen to have an 1800 rating. Which is more likely:

(A) The player is 1700 strength but has been lucky recently.

(B) The player is 1900 strength but has been unlucky recently.
