I don't think it is a good idea to change the rule back and forth. Also if there are specific rules on slow play (using clocks) and this rule is made don't be surprised when players use it strategically. For example suppose the score is player leading 4 away 5 away on an 8 cube. There are two "free" timeouts available. Also what would be the mechanics of that extra added minute? Would the player be able to ponder a decision while director is called to add the extra minute back on?
