TD's aren't clocking all matches for several reasons.
Well, allow me to retort! I'm not saying your reasons aren't valid, but there are VERY strong counterarguments.
They don't own the supply of clocks to do so. There is the money involved
Any particular TD can collect plenty of money easily in just a few tournaments by imposing a modest surcharge on the tournament fees over the course of a couple of years, and you've paid for it. By modest, I'm talking about a couple of bucks.

and setting all of them. It takes several minutes per clock to insert the 'presets' for the length of matches you expect to play. Also, note that if you take the batteries out, you have to enter all the presets again from scratch. This is more work.
I can set a clock in one minute.
Also, despite the fact that almost all comments on this and other boards support use of clocks, this still is probably 10 vocal people out of all the BG players. Many players do NOT like using clocks and consider them a 'punishment' when one is added to their match.
I play in Jon Vietor's invitational tournament every year in San Diego -- it's a swiss system, and all matches are clocked. I just don't hear any complaints about clocks, and Patrick Gibson fills up, or nearly so, every year.
If there is an expectation that the match is GOING to be clocked, there won't be as many complaints. If there is an expectation that the match is NOT going to be clocked, and then somebody comes over and shoves a clock at you, then you might get upset.
TD's ARE afraid of losing attendence if clocks are required.
I wonder how many tournament directors are afraid of losing attendance by not truly having an open mind about the quality of their tournaments.
