Bill Davis or those who established the clock guidelines might do better to weigh in on this subject than us. If European time constraints are less, as appears from the text of your message, then we already have the loosest/slowest time limits already. I singled you out, but I probably shouldn't have.
I am not completely sure what European TCs are. I believe they are 1.5/15. How this compares to 2/12 in matches of various lengths, I have no idea. Someone who plays on both circuits might (glances at Neil).
It's not optional, at least in Pat Gibson's super 32.
In the vast majority of ABT tournaments (and in local club play, which is where most people get their experience), clocks are optional. I.e., if either player doesn't want one, it's up to the TD, who usually says no. This is the case for Pat Gibson's open division, and was the case for the ABT events in Peoria. I am not sure whether I will play in the Super-32 or not. Maybe.
If someone requests a clock, and directors opt to honor those requests, then clocks will become accepted as the norm.
I would much rather see more clocks allowed events where I can request a clock and know that it will be enforced. I know of only two such events, which are Charlotte and Atlanta. I also suggested a mandatory clocked event where there is no penalty for running out of time. It makes sense to me, but who knows.
