I don't believe it is. This person used that extra time to think somewhere, if they can't finish the game off now in the alloted time too bad. In chess when you get down to a rook and a king versus a king and are playing a master level or above player, in other words a player who won't for sure, 110%, mess up this mate, they can still lose on time, you have to finish the game off, you spent that time somewhere.

I would play this out vs. a master depending on what his time was. Note that time delay is often not used in chess, so if you are under 30 or so seconds, you may not be able to make the 15 or 20 or so moves, regardless of how good you are.
