This implies that if you use a few seconds of your reserve time you've done something wrong. Using 14 seconds isn't failing to 'hit the clock in time'. There is no bonus, requirement or even expectation that you complete most of your plays in less that 12 seconds.

An average 11 point match takes 11 games, and an average game takes about 25 moves (WAGs, but I think close to the truth). Assuming the 11 games, you have 120 seconds of reserve available for each game, so even if you use reserver time on EVERY play, you can use almost 5 seconds PER PLAY of your reserve time without timing out.

On obvious plays, I think it's a stretch to say it is 'hard' to do the whole process in 12 seconds.
