Rule 5.1 speaks only of conceding games, not claiming them. A concession is an acknowledgment of defeat, not of victory. In one or more of many past discussions on rules, it was suggested that Rule 5.1 be improved by changing "Prior to rolling the dice a player may concede a single game ..." to "Prior to rolling the dice a player may concede or claim a single game ...". Rule 5.2's list of allowed reasons for stopping the clock would need similar editing, since the list includes "(a) to offer a concession" but not in order to claim a win.

As Gregg pointed out, the language of Rule 5.3 ("A player who exhausts his reserve time before he can validly claim the match is declared the loser") implies that a player does in fact have a right to "validly claim the match." The language is vague, but if there's no such right Rule 5.3 makes no sense. But what happens if a player's time runs out in a gin position before claiming? Apparently, he loses. I think Rules 5.1, 5.2 and 5.3 could be improved in the interest of clarity and fairness. Consider how the DBgF rules handle (1) claims and 2) gin positions:

(1) One of the allowed reasons to stop the clock is:

"If a player believes that the game is decided. If the opponent agrees, the players record the score and the next game starts. If the opponent disagrees the director is summoned to decide the dispute."

That's clear; "game is decided" includes claims and concessions.

(2) gin positions are handled thus:

"When a player runs out of time, he has lost the match. Exception: if a player's time has expired but the player is certain to win the match no matter what is rolled, the player wins the match."

The DBgF language clarifies that no one ever loses a gin position for failure to claim before time expires.
