There is a certain amount of noise inherent in backgammon that will never go away...shaking, rolling, moving. There will be a certain amount of background noise. (calling absent players, announcing signups for quickies, etc.).

This is to be expected. It can't be avoided. This is just one of the hazards of play.

What can be avoided, and probably should be codified, is that the opponent should remain silent while the other player's clock is running. It's just common courtesy, really. With or without clocks. Not just backgammon, but in life in general, 90% of all rules wouldn't be necessary if there was just a little more common sense, common courtesy and common decency.
