I would go with an extra three seconds. It seems to me that if you give three seconds, then in the most extreme case (use of a surrogate to move the checkers and roll the dice) the player still has adequate time to make a play.

Actually you could give the extra three seconds to both players to make it even. 2/15 for both players. I'd still want to go with 2/12 on most matches though--those matches that don't involve a physically-challenged person for whom 2/12 would be difficult to manage. Although 2/15 for everyone would be OK by me.

I agree with you that drawing up a schedule of who has what infirmity and who gets what time control is not feasible--
