As a director, from the facts as presented, I would rule that the dice were lifted and the turn is over, but I would listen to the argument from both sides.

I have been guilty of repositioning dice without asking permission, but I try to do it before playing and make it clear that I'm repositioning, ie move them to a central area of the board out of the way of the checkers.
