In theory I agree that the dice stay on the board for clocked matches. In practice, especially with players not used to playing with the clock, its a hard habit to break of picking up the dice to end the turn. I've been guilty of picking up the dice in clocked matches, then realize my mistake and hit my clock plunger and give the dice to my opponent.
I am happy to see that the ABT forsaw problems like this and covered the corrective action/penalty in the 2007 Clock rules, Irregularities section.
4.2 DICE NOT LEFT ON THE BOARD. When a player hits the clock to end his turn and also picks up the dice, the opponent may stop both clocks and complete his next move with the clocks stopped.
