"Collusion may be too strong of a word. Suppose I sit down in my last round against an opp who, like me, needs a lot of points to qualify. What am I supposed to do? I think I'm supposed to get the cube up as high as possible. My opp has the same goal. So (without discussion) we double and redouble liberally. Are we cheating?"

Yes this is a serious problem. No, I don't think it would be cheating if you were both cubing liberally in the end. You were only maximising your own chanses for a good result. In my mind it would be very strange if you did not follow this strategy towards the end.
