In Response To: Clock Petition (Matt Cohn-Geier)

The point is/was... This was a rough draft of something we could do... The wording was purposely suspect. Other people contribute to shape the text...

A petition formalizes our intent, and there are two tournaments to gather signatures etc, and let the directors see which way the wind is blowing.
